I revived a text message from the “California toll service” saying I have an outstanding balance of $11.69 and to avoid a fee of $50 I needed to click a link and pay the outstanding balance.

I believe this is a scam text message because the area code is from Canada, the Sunpass is not available in California, and I googled the website and it appears to be fraudulent.
