American Recovery Reinvestment Reports & Reviews (1)

I don't positively know that this is a scam, because I haven't gone all the way through the process yet, but it smells a bit scammy. I was initially contacted by Toby (202) 455-5147. He told me I needed $250 for registration to receive a grant of $9800. I just happened to have $250 cash in pocket, so I purchased a Google Play card for $250. That was to pay for a registration fee. They wanted to meet me at a nearby grocery store. I accidentally went to the wrong store, but knowing they wanted to meet tells me they are local. All of the people who talked to me had thick accents, which made communication difficult. Next they wanted a copy of the back of the gift card, and the receipt. Then they gave me a grant ID: NB173, and another phone number (202) 556-4530. At this number I spoke with Victoria Ryan (ID: CH14145), at the "Federal Grant Department" in Washington DC. Now I was given another confirmation number, and surprise, another fee. This was supposedly for a one state to another state transfer fee of $650! Fortunately, I had no more money in any of my accounts. Before 07-07-2019, can anyone confirm this is a scam?
