Arcadia uses predatory tactics. Two gentleman came to my door (I live in an apartment building that is locked and only a resident can let someone in, so they must have fooled someone else into letting them in). Thinking it was maintenance I opened the door. The first guy spoke very quickly and said something about how he represented Arcadia which was partnering with ComEd due to a recently passed state regulation, and that they were there to verify that I'd recently received mail notifying me of the partnership. They asked to see my energy bill to confirm whether I was enrolled in this program, which I stupidly did. And then they insisted on enrolling me on the spot. I tried to deflect, saying I work from home and was in an important meeting and that I'd happily discuss with ComEd later. But they were extremely aggressive and extremely vague. I could not get them to leave and they insisted on enrolling me then and there in person. At one point the guy actually said "we have to do this in person," and strongarmed me into giving them my email/phone so they could start the enrollment process. Fortunately he got an error in my email address, and when I insisted on saying no, that I would finish it on my own they told me they'd return later in the day, and the guy called me on his cellphone so I'd have his number (presumably to make me feel better that they were not a scam). He seemed surprised that his full name came up on my caller ID. So now I have his number, at least, which makes me feel slightly better about having my information taken. I did get a text message and called the number to finish the enrollment on my own and ask some more questions -- the woman on the other line was reading the legalese to me and said she had to verify that I knew I was signing up for a VOLUNTARY service. That clicked for me and I told her I was not interested and not to enroll me.

I've done some research and have since discovered this is a common scam tactic from Arcadia, and that if they do not convince you to sign up yourself, they sometimes will do what is known as "slamming" where they steal your information and sign you up themselves, which is obviously illegal. If you encounter them and accidentally give them your information, like I have, you'll want to keep an eye on your bills and accounts. I called ComEd and notified them that this happened, also filed a report with the gentleman's phone number. A rep from ComEd told me that they can't do anything about it now but reassured me that they'd notify me before making any changes to my account (she also said this was a pretty common complaint). I've learned my lesson and hope this can stop someone else from being potentially scammed.
