my brother and dad keeps getting calls for me from this number 305-902-1552 the company is called compliance risk management the person that left the message was Mrs. Mitchell so I called the company and it was a pre recorded info saying if I received a summons ple[censored]d for a rep to answer my call so I wait on hold and nothing happens I want the calls to stop

I received a few calls from an unrecognized phone number (ph: 209-400-***), over the past 2 or 3 weeks. Then, on Tuesday (7 Jul 2015), I answered the phone call from the unrecognized phone number. A woman answered the phone and identified herself as Ms. Williams. She then began to verify my identity, by reciting some of my personal identification information. She then stated that she is calling on behalf of Compliance *** Management, and that they are attempting to collect on an outstanding unpaid Internet Payday Loan. Ms. Williams claimed that a company named Horizon Opp***s had funded an online Payday Loan to me, back in 2010, and that Horizon Opp*** attempted to collect payment on the loan on the date of 10 November 2010. She claimed that my bank account was either closed or had insufficient funds, and that was unable to collect their payment for the Payday Loan. Ms. Williams then stated that I can settle the debt by immediately paying $900, now. Or, that I can break up the full amount owed ($1500), into three(3) payments of $500. She said that Horizon Opportunities is looking to recoup their payment, plus penalty fees. Ms. Williams asked for me to make payment via Credit Card. I told her that I don't know who she is, and I don't recognize the debt, and therefore I won't make any payments to her. I also told her that for all I know, she could be located overseas or in Canada. She claimed that she is calling from an office in California. I told her that I can't speak any further, regarding the debt, until I can verify the debt. I then hung up the phone.

I then called back the next day (8 Jul 2015) and spoke to a different woman (I don't remember her name), who was again looking for me to make payment(s) on the loan. I asked her for a debt Validation Notice, and she stated that a Validation Notice had already been sent out to me, and that Compliance Risk Management never received a response/answer. She recited to me a very old residence address, where I lived between 2006 - 2007. She claims that is the address where the Validation Notice was sent. I then repeated to her, that I can't speak any further about the debt because I don't know who she is and I don't know the details regarding the debt. She then informed me that she will be moving my case forward, to litigation. I then hung up the phone.

I called back again on 10 Jul 2015, and asked once more for a debt Validation Notice. A different woman, from the two who I had spoken to earlier in the week, answered my call and once again refused to send me a competent/complete debt Validation Notice. I then told her that since Compliance Risk Management is acting in the capacity of a debt collector, then they are bound by the Federal Fair Debt Collection Practices Act to send me a competent debt Validation Notice; and the notice needs to meet the Federal Fair Debt Collection Practices Act standards. She offered to email me a debt Validation Notice (I am still waiting to receive any sort of debt Validation Notice). I didn't feel comfortable with giving them my current residence address. I offered to give them the address for my place of employment, and that I want for them to send the debt Validation Notice to my employment address. She then refused by stating that she is "not able" to send the Validation Notice to a place of employment or to an employer. I wanted for Compliance Risk Management to send the debt Validation Notice to my place of employment, because my office has a mail clerk, who can verify mail that has been sent to me and mail that I have received. I then asked for an address and phone number for Horizon Opportunities, and the woman said that she doesn't have an address and phone number for Horizon Opportunities, and that Compliance Risk Management only communicates with Horizon Opportunities via email. I then asked the woman for a physical street address for Compliance Risk Management, and she refused to give me a street address. She said that Compliance Risk Management wants to avoid having irrate people appearing at their physical location. She gave me a mailing address as: PO Box 2658, Phoenix AZ 85032. The phone number that they answering phone calls is (480-499-0436). I told her that I can't proceed further, in regards to the debt, because I haven't received a debt Validation Notice. She then said that my case will be moving forward to litigation. I then gave her my current employment location and that they can formally serve me a notice to appear at my place of employment. I have copies of my bank statements from November 2010. Also, my bank statements are still available online through my Bank's website. I have had the same current bank account since 2008, and have had the same phone number since September 2006. This is the first time that I have received any phone calls regarding this so-called debt. I believe these people are scammers, and that they are attempting to collect on an imaginary (phantom) debt.

I then sent a formal request, in writing, that Compliance *** Management provide me with competent/complete documentation and a proper debt Validation Notice proving that I owe this debt. The address that they had provided me (P.O. Box 2658, Phoenix, AZ 85032) appears to be a false address. I attempted to send my formal letter through the U.S. Postal Service. The postal clerk had a difficult time trying to validate the address, and was finally able to locate the most likely address with the assistance of the local Postmaster. The U.S. Postal Service determined that I may be able to locate the address by using a different zip code within Phoenix (zip code 85002 instead of zip code 85032). However, a week after having sent the formal letter; the letter returned to me with the notice of "No Such Address" and "Unable to Forward"
