I contacted the user on facebook because they advertised English Bulldog puppies. I was quoted 1800 dollars for a female and attempted to complete the transaction in time for Valentines day. After several issues around cash transfer systems refusing the transaction, the payment of 1800 was completed and the seller asked if I wanted a male as well for a discounted price. He offered the male at 500 dollars and I accepted. The original discussion as per Mr. Frances was that they would drive and meet me halfway to deliever the puppies. He then told me that based on his brother being in a motor cycle accident he was going to arrange for transport of the puppies to my house. He contacted global express solutions stating that his cousin worked there and he was confident they would be dependable. Over the next week global express charged me 500 for delivery fees then explained i needed to pay 700 dollars for the rental of a shipping crate of which they would refund 98% upon delivery. Once I navigated again a myriad of failed payment attempts they were provided the 700 dollars. Then they informed me that I needed two shipping crates as there were two puppies. Again a cycle of tremendous frustration was wrapped around getting them a second 700 dollars. Once this was completed Mr. Francis got frustrated with the transport service and retrieved the puppies leaving the money I paid to me to try to address. Subsequently Mr Francis asked me to transfer 800 dollars for a new transport service and to allow him 200 dollars for gas. I struggled with the many different things Mr. Francis seemed to feel were my responsibility to address including this gas request. I originally paid the 800 on paypal as a goods and service and he rejected it wanting me to identify it is a friend and family. When that happened the payment got tied up and is currently pending. During this entire time I offered to go and pick the puppies up myself as the whole process was far too frustrating. Mr. Frances then began calling and asking for money to feed the puppies claiming that he had no money to feed them. At this point I was convinced I have been scammed and refused to send any more money. On Sunday the 12th he called at 10:00 in the morning and asked me to drive down and pick them up. I told him I already had plans and could not travel down there on a last minute notice. He again asked about gas money and food money and I told him I was tapped out and would send no more money. He tried to pressure me saying the puppies would die. I asked him how someone who claimed to be a breeder could not have the food to feed his own dogs. He pressured me to come down and pick the puppies up on 13 February and I said fine. He then contacted me on the morning of the 13th and I told him I wanted out of the transaction and wanted a refund. He told me the puppies died and it was based on my nonaction. He told me he owed me nothing and would not refund the purchase price .
