Scam: purchase on instagram On running profile

I made a purchase on Instagram. The page seemed On running. Spend €69. When making the purchase I saw that there was no delivery date. When I searched for it I realized that the reference email was hotmail. I sent an email asking for tracking but they have not responded...of course I have been deceived. How can Instagram allow this?
