This has happened to several clients of mine, not just the DomainWorld guy "Joe Miller" as he submitted on the website. Their fraud is essentially telling business/website owners that their domain ownership has expired, and to pay at a certain link. The scam lists several ways to pay, says "This purchase expiration notification WEBSITE URL advises you about the submission expiration of domain WEBSITE URL" for your e-book submission.

They ultimately will receive payment and send you some sort of e-book - most likely it's worthless. And you will still be handling domain fees, which cost much less for a yearly renewal than what I have seen some of these scammers charging.
