The scam is quite simple - first they set up a fake website. Then, they accept orders and pretend to ship them out but to a totally different address. They also make sure the tracking number is given after the item is 'delivered'. They may mail a stone or even a newspaper. Once something is sent out and USPS confirms delivery, that's all Paypal needs to know. The scammer also understands that USPS would not normally reveal the address to which the item was sent.

(This needs to change, if a buyer pays for shipping then by all means they deserve to know exactly where their item was sent. Why is that a secret? The seller is acting on our behalf and uses our money to mail the product, so shipping companies should be accountable to both parties.)

Therefore, the buyer is trapped in trying to prove they didn't receive something when there is confirmation that an item was delivered. In my case, without thorough investigation Paypal simply agreed with the seller because it was the easiest thing to.

Please note the website does not even have a phone number. I used a random 800 number because the ScamPulse.com form does not allow you to proceed without one.
