I am Marc Skarshinski, my ID was stolen online and the scammer posted many attempts around the country, mostly around VW camper sales. The ID is long since expired but I posted a warning on my FB page that I am not actively selling any VWs and that my ID was being used for nefarious purposes.

I responded to a craigslist ad to purchase a Volkswagen Eurovan VW Wesfalia VW pop-top Camper - $5450. The person who called himself Marc asked for my personal email address as he was having trouble viewing his Craigslist email. He posed as an officer deployed in the air force (a felony), and needed to get rid of his camper van at a low price and that the Air Force would ship it to me in Southern CA from West Virginia for free. He said the purchase would go through eBay, so I felt that would be a safe deal. He just needed my address and phone # so he could submit it to eBay and eBay would then send me the invoice. A very convincing invoice came to my inbox from eBay with the payment instructions, including a down payment of $1,800 to ship the vehicle, and I would then pay the rest after I tried out the vehicle for 4 days. I was alerted that the invoice required me to pay the down payment from eBay gift cards that I must purchase a store. I called eBay's customer service from looking up their website (not the LA based phone number on the invoice), and eBay confirmed it was a scam. They would never have a buyer purchase a car from gift cards. His Craigslist ad and email address look real, however the map data would not pull up. The eBay invoice looks real, however the gift card instructions are strange and the phone number is not eBay's real phone #. The scammer is now contacting me via email and text asking for payment.

The Payment Guarantee Policy from fake eBay stated this, and includes an Air Force base address:

1. Buyer and seller agree to terms

Both parties agree to terms and conditions of the transaction, which includes a description of the item, sale price and number of days for the buyer's inspection of the item.

2. Buyer Pays eBay

The buyer submits payment via eBay Gift Cards. Processing time for payments is less then 12 hours.

3. eBay ships the item

Upon payment verification, eBay starts the shipping process. eBay verifies that the buyer receives the item. The inspection period begins once the item is delivered.

To protect you against the risk of liability, eBay holds the buyer's funds pursuant to the terms of the eBay Money Back Guarantee Program Policy, and any other agreement entered between eBay and its customers. When payment is received, it will be verified and secured into a non-interest bearing trust account. After payment is secured, eBay ships the item to the buyer.

For all eligible transactions, we will completely reimburse you for any refunds resulting from claims of unauthorized purchases and non-receipt of goods.

eBay sends an invoice to a buyer only after our Financial Department has verified all the following information:

-paperwork of the vehicle, including ownership and clear title

-seller's information and proof of ID

-Possession of the vehicle that is being sold.

The item is currently stored at: 167th Airlift Wing Air Force Base, WV 25405, United States.

Once the item is delivered, the buyer has a five ( 5 ) days inspection period. After the inspection period is over, the buyer will contact eBay with the results of the inspection. If, for any reason, the item does not pass the Purchaser's inspection, it will be returned to the seller, on seller's expense and the funds will be returned to the buyer, in full in within 24 hours.

For safety reasons the payment details will be dealt with the utmost security and will not be handed to any third parties. eBay will be in full control of the funds as soon as it reaches our trust fund account, so we will be able to protect and guarantee your funds. Once the funds have been sent to our trust fund account, no one but the Purchaser will have access to it.

eBay will release the funds to the Seller only after the Purchaser receives and agrees with the item.
