purchased via face book / Pay pal and now no link with this seller what's disappoints me is this is a known scam artist be all accounts and if that is so why is Face book allowing them on their site and why is Pay pal allowing payment it might only be £40 to them but that's my money and who is going to pay me back?

I ordered the GTA 26 Stihl saw on Sept 18, 2020. I received nothing. Paypal paid them my money $36.98. They are aware that these companies are scams and why do they not stop them from taking advantage of us.
They show clicktocartiy1 as who got the money.
