I recieved in the mail a letter stating that I may have a balance on a prepaid American Express. I called the phone number listed on the letter but thay couldn't tell me the amount left on the card and the only way to get the money was to send them a copy of my state issued drivers licence.

That put up a red flag so I contacted the ScamPulse.com and they thought it sounded Suspicious. I am deciding not to pursue the refund as I can not get through to American Express Prepaid.

This looks official and I hope American express knows better than to ask for a copy of a state issued photo ID.
