Received and award letter announcing me as a winner of large sum of money . Yet they want 13 dollars for fee in order to receive this money .

Is that legal ?

I received a 2 page letter in the mail claiming I won $2 million. It asked me to send a check or money order for $12.99 to ANC at PO Box 2905, Kansas City, KS.
