Refuses to Refund

On September 3rd, 2022, a friend and I were enjoying the Rittenhouse Square farmers market and came across Anu Rock Metal's table of jewelry. My friend liked a couple of pieces (earrings and a chunky ring) and since neither of us had cash and her phone had died, my friend asked if I could PayPal Anu Rock Metal, and I agreed.
So Anu Rock Metal, whose real name is Nkrumah Jennings, gives me a PayPal account to pay: "anu rock & metal jewelry". I send payment, we thank him, and my friend and I continue walking around the farmers market.
About five minutes later, he walks up to us and he tells me that the payment did not go through and could I check. I check and don't see an issue, but he then asks, "What was the name of the account?" I tell him, "anu rock & metal jewelry", to which he responds that that's his old account that he doesn't use anymore. So, he asks if I can resend payment ($125) to his "newer" account, "AnuRockMetal llc". He assures me that I can go into PayPal and cancel the previous payment of $125. I resend payment, he checks and now immediately sees it, and then he leaves.
I do put in a help ticket with PayPal explaining the double payment, and I keep an eye on my bank account. Turns out, from my online bank statement, that both payments of $125 were paid, so naturally I start to reach out to him directly, asking for a refund for the initial $125. He has ignored me on PayPal. I left a message on his Instagram and the next day he has blocked me. Please be aware and do not buy from this thief.

On April 24, 2020, I placed an order for a custom bracelet for $403.50 and was told that my bracelet would be ready in 14 days. A month later and I still do not have the item ordered nor have they begun production. I was sent two pictures of images they reported was the silver for my piece but they have not started to work on. I asked for a refund due to untimely production and failure to meet their deadline for completion and it is almost June. One of the representatives told me that they "cannot take a loss" and they would only send a partial refund. In addition, the representative sent me a message indicating that they are creating a policy effective May 27th as a result of my request. Please be mindful that there was no policy in place prior to my request for a refund and I mentioned that my order was placed well before they made up a policy to prevent refunding me in full.
