Robo / telemarketing calls ignore DNC registry, spoof caller ID

Always "Hi, this is Ellie from Smart Alarms. How are you today?" 1-2 times a week for the past 6 months. I have told them we already have a security system. I have asked them to stop calling. I have told them we are on the national Do Not Call Registry and continuing to bother us is illegal. Nothing stops the calls. If I call the number displayed on ID, which is never their company name, back then I get "this number is not in service." That number belongs to Arch Wireless.
