He said he went on a business trip to China and had issued to transfer money to the vendor. Then he asked me to contact to bank using my email and the bank asked me to transfer money as below,

"In order to reactivate his account and facilitate his essential transactions, it is imperative that he obtain the Anti Money Laundering Clearance Certificate. We kindly ask that he make a payment of $10,940 which amounts to 0.5% of the total funds in his account. This fee is mandatory and is required by the IMF for our bank to comply with the necessary regulations"
