Ordered product on website, been tracking shipment from FedEx for over 3 weeks with shipping status of "Label Created". Business states that FedEx has lost the package but in fact they have never recieved it to be shipped.

Been trying to request a refund but the business wants me to pay part of the return shipping fee when there hasn't been anything to ship back.
