Cecil Sigman knocked on my door several times over nearly a year asking to do some landscaping work. I eventually agreed to hire him. He and his wife did some light (and very shoddy) work, then asked to be paid in advance so he could purchase supplies, saying he'd leave some "tools" (in reality a couple of broken and worthless items) behind and return immediately with supplies and finish the job the following day. He left a written "receipt" for the work I paid for. He immediately cashed the check for upwards of $500 but did not return. He finally answered his phone several days later and made some excuses and said he'd be back to finish the next day. After few more calls, various excuses, and promises to return, he stopped answering my calls altogether. The recorded "business" voicemail has been removed, so they may not even be using the same number. It has been several weeks since I paid for the services. I did some internet research and found several similar complaints, almost exclusively by elderly/single/widowed women, describing nearly identical experiences. It would appear that whenever too many people are on to the scam, he merely changes his business name and phone number and continues to harass homeowners and rob vulnerable people of their money.
