They will hire people without any experience as 'contractors' and tell them they are covered under the owner's non-existent certifications to be legally able to do repair work on restaurant equipment, including refrigeration, electrical, hvac, and anything else they can get businesses or private residences to hire them for. They will also decline to pay their contractors entirely, who are working illegally unknowingly.
