- Virginia Beach, VA, USA

Ad for maltipoo puppies available for sale. Multiple conversations with Collins Miles (who does have a profile on facebook as well). Read reviews on maltipoo group (all favorable) - however, the site has now completely disappeared and Mr Miles is no longer showing up as an administrator of any current groups. Agreed to send him $150 deposit on March 8, 2023 for the maltipoo (common practice amongst breeders). Did do prior research and found no bad reviews for Mr Collins Miles which is one of the main reasons why I am filing this report as I don't want anyone else taken advantage of and feel the heartbreak of not receiving a dog as I do now. We signed an agreement that I would pay the remaining total purchase price of $750 upon delivery of a healthy dog with a health guarantee (again not a formal notarized or witnessed agreement but me being naive thought this was pretty up and up for a dog breeder). I was told in facebook messenger she would come with additional toys, food, shot records etc. We made arrangements that I would come get her on March 26, 2023 (no location settled but spoke of me coming to West Virginia and that was indeed my plan). Then on March 10, he requested additional funds stating that I now was the owner of the dog and needed help to keep her until the appointed date of March 26, 2023. To which I replied that I would just come get her or he could have her delivered to me as was indicated he would in the "contract". He set up delivery which through a company called Cargo express https://cargos-express.com (I filed a scam report separately on them earlier so will not go into too much detail on that part). I was under the impression that this was a legit company with website, testimonials, tracking numbers etc. I, believing that this was a true transaction and delivery of my puppy was commencing, paid the delivery fees, most of which were stated were reimbursable as renting a cage and transportation insurance, to the tune of an additional $900. The transportation has requested I now send them an additional $700 or that I will be liable for quarantine and tuition fees to the tune of yet another $2,100 a week. And that this $700 fee was also to access my financial worthiness of having the capability to care for such an expensive breed of dog (yeah that was the complete and total clue I had been scammed). Still hoping that Mr Collins Miles was a legit and upstanding breeder, I contacted him and let him know the situation and perhaps he unknowingly transacted (at my expense - dumb dumb dumb on my part I know) with this fraudulent company. He said he would look into it and that he disagreed with my assessment of them that he had used them on several occasion with no complaints and was on friendly terms with them. He said that he would pay $250 of the requested $700. No way in the world was I going to give this Cargo Express company any more money. I requested that since he was on friendly terms with Cargo Express, he as the breeder and still owner of the dog as I have NEVER had possession that if he felt that this was a legitimate and stated again refundable charge that he pay the entire $700 or work with the company to have it waived. With facebook messenger from Mr Miles and more email requests for money both coming in at exactly 5:21 am eastern time on March 16, 2023. It is plainly obvious that Mr Collin Miles is at least in cahoots with if not completely also responsible for the sham company known as Cargo Express. Mr Miles then began requesting that I pay him in full for the purchase price of Sophie (an additional $600) as I was the one abandoning her. In my last exchanges with Mr Miles I informed him that I again was not sending any additional funds and that I was done with the discussions, that I had agreed to pay him for a delivered puppy and that I wanted and expected delivery (paid for) of said puppy. He too began then telling me (same as Cargo Express) that as her now owner that I was abandoning Sophie and would be subject to fines and telling me that I was a horrible person for abandoning a dog (something I 100% would not do as witnessed by my sending $500 to rent a comfortable thermal crate for delivery for less than a 5 hour drive). All this for a puppy that I was never actually able to take ownership of (never delivered) and that would have been loved and cared for like no other. I am sad that there are still people like Mr Collins and his conspirators in this world.
