I believe that this is a scammer as I contacted the IRS and they confirmed that we owed a balance of $0.00. I was confused though as the scammer had the actual phone number of the IRS on their letter, they used very convincing letterhead, they had all kinds of personal financial information of ours in their letter, they had various contact information in their correspondence re: phone number and Colorado Department of Revenue, 1881 Pierce Street, Room 128, Lakewood, CO 80214, To Make an electronic payment, please Visit www. Colorado.gov/RevenueOnline, select Make an Electronic Payment. To establish a payment plan, Visit www.Colorado.gov/RevenueOnline. You may also call 303-205-8291 to request a payment plan.

And then on the actual bill portion demanding a full payment of $7,345.00, there is another phone number 303-238-7348.

The Payment Coupon has the following numbers on the checking account:
