I ordered a mobility scooter and never received it. When tracked it said it was delivered somewhere Upstate New York. They got me for $39 and I would like my money back. This is outrageous

I ordered a chair for my girlfriend. I paid 39 dollars and i had a tracking number. Well my package was shipoed out of china. And delivered to a post office on il where someone i guess signed for my package. I live in iregon and not in il. And i gave been getting the run around with them saying look a neighbors check around mail box even after i told them the package was already delivered to the wrong state wrong adress.
