They informed her that the price of office toner would soon be increasing, and offered to place an order.
The company (Michael Klema, doing buisness as Corporate Warehouse) was never issued a purchase order, contract, or notice to proceed as required for any purchase under both City policy and Massachusetts state public procurement law.
Our administrative assistant would have assumed they were already our printing services vendor who had a contract with the City, as that is how they represented themselves.
They then sent a shipment of toner to the City, without a purchase order or any written confirmation of the order. The toner is priced at almost 5 times the market rate. The company then began calling the HR department itself instead of our finance or procurement office to aggressively demand payment.
This order was not valid under MA state procurement law and as finance personnel for the City I have refused to approve payment. I have offered to ship their item back to them provided they pay shipping costs.
This was not a mistake on the vendor’s part. A cursory Google search for “Corporate Warehouse” reveals numerous websites, included the BBB, that have nothing but complaints of similar scams from businesses who believed they were ordering from their printing services representative, and were then sent toner at far above market rates with invoices for a Mr. Michael Klema, followed by aggressive attempts to obtain payment and threats of collections.
