I was targeted buy a nice looking African American guy. In Charleston West Virginia on and around May 2018 he offered me a ride to get lunch and offering me money. I noticed that I had ran into him before and I was up that day for lunch. So we went out. He started asking me if I was single and if we could exchange numbers. I explained that I had misplaced my phone. He offered to give me money and start a plan with at and t. After he seen that I could get a phone he wanted to see if I would involve myself in a cell phone scammer where he wanted me to contact at and t and get phones I said no. He took the phones that were purchased on site. I notified police they let the man walk away with the phones leaving me with a balance of $2700
