Received letter from a Mr. Desmond Jonah, allegedly a registered/Consultant/agent working with National Project Procurement Authority/Ecowas. Somewhat confusing and containing grammatical errors the letter made reference to "a tender" (offer?) in Ghana. It also mentioned air-cleaning and air pollution control systems. A price list was not included but instructions were for the recipient to make upfront payments of 80% of the order with balance to be paid before shipment (of the unknown product).
