Type of a scam Online Purchase

I paid Jeff for a ring in June 2018. He refused payment by check or credit card, accepting only PayPal. The initial promise of delivery of the ring was July, the Christmas, then... His website states he normally delivers order in a couple of months. He also states he give monthly updates via e-mail. It is 2020 and I never got a ring. I gave up and told Jeff he was relieved of his contract with me and I let him keep the $400. My concern is I may not be the only victim in his jewelry scam. I am not rich but found it less stressful just to admit to the fact I had been duped. I want to make sure I am the only customer he has ripped off. He did admit I was the customer with the longest wait to date (over 18 months). A vendor should not accept payment if he/she can't deliver the merchandise in less than a year! Lesson learned by me but want to assure other customers are not being cheated.

Disclosure on his website he does not give monthly updates and once purchased the order could take months or years to fill.

Jeff added a "Fine Print" disclaimer on his website months after my purchase of $400. He states artistic products may take weeks to months to create but in my case it was 21 months with no delivery after the payment in June 2018. I have accepted the fact I made a donation and relieved Jeff of his obligation to fulfill his order. I just want to make sure he has not done this to other customers who may not be able to to afford to make a donation and receive nothing in return for the money the paid for an order that will never be filled.
