The package they print is the same as what you print out for free from the federal site. They claim their value is helping to apply for global entry, which was not listed as an option, and to simplify the instructions that come off the federal site. Unlike the federal site, they don't let you know that in most circumstances you can submit online. They also attempted information. Like what payment methods are accepted and who to make a check to when you then pay the actual passport fees on top of theirs. I contacted customer service who told me I missed the very fine print saying I was paying for them to present the federal questions to me. My chase card denied it as fraud, but I got the notice late. Being in a hurry to renew, I used a different card that went through.

I want to make it clear that the above website is all I can find now but as I recall the website originally looked much more like a government website. I recognize the one mentioned in this Scam ID/article/description as the one I probably saw at the time. At the time I originally clicked on it, it looked like a legitimate government website starting with https:// and ending with ".gov". And the words in between the "https" and the ".gov" were words like "travel" and "passport" and "renew" and "US" and "online". I do not recall the original website's exact URL unfortunately. I got the above website (https://easy-form-filler.com/) provided to me by my credit card company when I realized (a few days later) that I had been scammed.
These scammers took my US SSN, ostensibly to fill out the US passport renewal form, and they also took my American Express credit card number from me, ostensibly for the purpose of paying the fees to apply online to renew my US passport, and then they charged me $62.70 on 6/20/2023. They made it look like they were going to charge me the full amount for an expedited passport renewal application (which would have been around $190) but ultimately instead of doing that they just sent me a file they told me to download and print (at my own expense) which consisted of the passport renewal form they had me fill out online, again, all the while making it look as if I were on a U.S. government official passport renewal website. Several days later when I took the form to my local post office to get my photo taken and complete the passport application process, the post office staff informed me that I had been scammed and they have had several customers in lately who were victimized by that same website.
I had to change my credit card number to protect myself from further charges/damages and have little recourse against the stolen SSN except to purchase identity theft protection and purchase credit monitoring services.
