This is almost too funny. It looks like they worked so hard on it. It's from The ECONOMIC AND SOCIAL COUNCIL

INTERNATIONAL ENVIRONMENTAL PROTECTION MOVEMENT. They apologize for the payment being delayed buy corrupt officials of the bank but because they are so powerful they have instructed the bank to pay. They have a contact "Mr. Beryl Rotheram" at +44 -750 975 8411 that they say to contact immediately.
