I pressed option "1" and was only hold for a couple of moments. then a gentleman came on the phone and started the conversation advising that he can offer me a lower utility rates. then when I asked what company he was calling from, he advised that he was calling from the payment department of the electric company. I then asked him which electric company. He advised that he was with my electric company in my area...BGE. I asked him how he come of this in formation...he went back into telling me that I was overcharged and needed to provide a refund. When I advised that I just paid my bill last week and could not have been over charged, the guy hung up.
