On 8/1/24, after my husband failed to unclog two toilets with a snake, I called Elite Rooter at their (520) phone number thinking I was dealing with a Tucson business. Their $44 per toilet fee was in keeping with other local quotes. The technician was unable to snake the clog & stated he needed to remove the toilet to get at it better. He was unsuccessful, and said he called the owner; told it would be 30 minutes before someone would get there with a video camera. Keith Shannon showed up over an hour plus later and the video cam was dropped down both the bathroom and the kitchen roof vents according to my husband. Keith only showed us a photo of a white shard in a murky background. My husband was not present when Keith told me the picture was one from the kitchen vent video and it showed a broken pipe that would need to be replaced. I assumed we were talking about a pipe piece between the two toilets. Without asking us, he called Francisco with Copper State Builders. When Francisco showed up, he took a moisture reading on both sides of the shared wall between the two bathrooms. He stated it showed a high reading & needed to be "mitigated". Keith then claimed we'd had an overflow that caused the moisture, “they” knew how to file such claims, & had done so numerous times. Before the call, I pointed to the two turbo fans sitting in the kitchen just a few feet from us & to the dehumidifier sitting in the hallway. Told them all three were placed in that one bathroom by another mitigation company. I also stated the other smaller bathroom had a running turbo fan in place, and moisture levels were monitored daily. I stated there had not been an overflow from the toilet bowl, only seepage around the bowl that was probably from the plunger usage. Francisco made the call to our insurance carrier after they both insisted, we’d had an overflow problem, and our insurance carrier would cover an overflow problem (that word was key). They got a claim number, and both did estimates I needed to sign so they could invoice our carrier. No money would be due from us. Keith claimed the $2,000 discount he gave us would cover the labor and “piece of pipe” that needed to be replaced which would not be covered by the insurance. I didn’t receive a copy of what I signed from either one. Keith asked for a $4,000 deposit (his invoice totaled $19,557). Told him I didn’t have that kind of money, and he asked how much I could give him. I offered him $1,000 and wrote a check. Several hours after the initial snake efforts by Elite Rooter, and having people underfoot, they left. I finally paid attention to the red flags I had been ignoring, and panicked because I realized if no money was due from us, why had Keith asked for $4,000? I stopped payment on the $1,000 check, and left two messages for Keith. I let him know I'd stopped payment on the check & stated no work could be done until we received a copy of what I had signed. He called the next day, finally sent me an invoice copy that showed it was from Elite Rooter (JMS Plumbing) with a Tempe address. Since he'd asked for $4,000, I asked him to invoice us separately for the pipe replacement & labor cost because the $2,000 discount he gave us apparently would not cover all our costs as he initially claimed for a piece of pipe and labor. He then claimed the picture we saw was of the section of pipe in the kitchen area that showed our pipes were “all gone”, and all interior and exterior pipes would have to be replaced. At this point I knew it was a scam and I told him we would get the job done if needed, but for him to start the job, we needed an estimate for all costs not covered by the insurance. I stated he was to provide separate line-item costs for the labor and the pipe. He never stated he would, and I informed Keith he should send his initial invoice to the insurance company if he was charging any fees related to the inspection and told him he was not to contact me again. I believe I was scammed since the repair job changed from replacing a piece of pipe to replacing all sewer pipes. Later, I had other plumbing companies do video camera inspections that showed the clog was a PVC pipe piece lodged in the bathrooms' roof vent pipe that was a result of wind damage to our roof. Clearly, we had no broken or cracked sewer pipes.
