Type of a scam Online Purchase
1. On Thursday, Aug 8 I made a reservation with whom I thought was the Belvedere Hotel in Saugatuck, MI. I was surprised to receive a confirmation (attached) from Hotelvalues.com, but the worst surprise was the amount charged to my credit card which was well over the $926 that was quoted when I booked. Listed on the confirmation email is a charge of $419.65 for tax recovery charges and services. This charge is almost 50% of the total fees and was only revealed after I booked and received the confirmation. Their website was clever in that it looked like I was on the Belvedere website. They clearly had intention to confuse the consumer.
2. Right away I called the Belvedere Hotel to find out if this was a legitimate partner and explained the tax recovery charges. The url I landed on after I sent payment was getaroom.com which seemed suspicious. The hotel did not know the partner and thought the fees were exorbitant. After several back and forth calls the gentlemen at the front desk learned from his manager who oversees the third-party booking agencies this was likely a partner of booking.com with whom they do have a partnership. They explained that booking.com farms out the business to other entities and their terms can be sketchy, but they have no way of knowing and can’t stop working with booking.com because it would hurt their business.
3. That same day I also called the number on the confirmation and requested a reimbursement due to the excessive fees and told them this was not revealed until I booked. They said I could cancel but I would owe the $926. When I insisted that I was not shown the additional fees at booking they told me my request would be considered and that I should follow up in 4 days.

I began receiving emails and it became clear I was dealing with Priceline.com.
The first email stated they would not be able to provide a refund and claimed the cancellation policy was clearly noted before booking, which it was. But what was NOT noted was the exorbitant taxes and fees.

The following week I received confirmation from the Belvedere that they contacted booking.com to release me from the purchase, and this should suffice for full reimbursement for the reservation.
I contacted Priceline again and was give the same vague response that they are looking into it. The attendant became angry and impatient with me when I persisted. I then called Chase (not sure of specific date) to stop payment and open a dispute.

I received an email to inform me, “we are unable to get the response for the penalty waiver approval from our hotel partner. Hence, unfortunately your reservation remains non-refundable. If in future if we receive any response from our hotel partner with regard to the same then we will get in touch with you.”
The hotel had already told me they released me from the reservation. They were very helpful and insisted they would help in any way. This was a new experience for them with an unknown 3rd party booking agency.

Received email stating a different outcome, “With regard to your request, we’re pleased to advise that our hotel partner The Belvedere Inn & Restaurant has confirmed a full waiver of the said penalty as a one-time courtesy in your case and the refund for the nights of 2024-08-25 / 2024-08-26 will appear on the original form of payment within 5 to 7 business days.” See attached email chain. I never received the refund. This was clearly a ploy to keep me hanging, they never had any intention of refunding me.

I received another email that stated the same as previous emails (before the Aug 27 email), “we are unable to get the response for the penalty waiver approval from our hotel partner. Hence, unfortunately your reservation remains non-refundable. If in future if we receive any response from our hotel partner with regard to the same then we will get in touch with you.”
