I was on Facebook and an ad came up from “Chicos off the Rack” advertising clearance items for $9.99. I purchased over $50, so received “free shipping”. This was in April. In mid May I contacted them because I had not received my merchandise. They replied promptly saying that it was shipped but they couldn’t give me a tracking number because their system was down. This was immediately suspicious to me. About a week later I contacted them again and they sent me a bogus tracking number with no transportation company. I asked for a refund in several emails. I told them I suspected fraud. They replied they would give me 85% back if I agreed that they needed 15% for their delivery issues. I replied “not my problem” because I was offered free shipping. I have not received any refund at all.
