I ordered the rocking chair and got a piece square of mesh netting. They stated the order was delivered and the only thing I received was a piece of netting. The name on the package doesn't match but the tracking number does. They are mot answering my emails. Advice?

The site said it was QVC factory outlet store. It was buy 2 get 2 free foldable rocking camping chairs. I can’t find the website now. They sent me a tiny smiley face keychain thing that isn’t worth 5 cents. They say I can’t get my money back unless I mail the item back to them. I refused. They said first I could keep it and get a 40% refund. Then the second time I refused they said I could return it like before or I could get a 60% refund. To return it to china will be at least $7 from what I looked up to mail it. This is the address they want it sent back too:

I ordered 2 road trip rocker chairs, after seeing the product on QVC & Factory Outlet Shop. What I received was a cheesecloth scarf with a hole in it with the order number and tracking number that the chairs were listed with. I never received the chairs.
