Juan Falcon operates a construction business under the name of JF Quality construction LLC. I have a property at Luling, TX and live in Houston TX. He lives in San Marcos at *** *** *** *** *** ** *** even though he has registered business address at Fort Stockton. I met him at my property in Second week of March, 2017 who came through some other contractor. I wanted contractor to pour house foundation. I asked him how much it will const to do plumbing, he said he will do it for $6500 (include rough in and complete the rest of after framing), pour foundation for $18500 done according to plan (this includes foam insulation at the bottom of concrete, adding radiant heating pipes in concrete) that I had shown to him. I need 20'x20' driveway and he said he will charge additional $2500. We agreed on the price. He said he will write up the contract next week. He said he is coming to Houston on business trip and will meet and discuss the contract and sign it. We met and we signed the contract. He asked for 30% to start the work. I agreed and gave him check. He went immediately to my bank and cashed it. He started work of digging footings and said he need another 20% to buy steel. I gave another 20% and he put the steel. When I saw the work, it was good and was going smooth. He said he is going to put pipes and pour cement after one week. He said needs to pay for concrete and workers. I paid the rest of the money. Then he started giving one or other reason to postpone pouring concrete. Later on he stopped responding to text and phone calls. Now it is more than 5 months and all work needs to redone. I started finding about him later when I searched court records that he owes money to other people. I talked to people who worked on the foundation and they said he did not pay him. He also wrote bad checks to some people.
