The scam is pretending to sell puppies online. I filled out and submitted the online form to express interest in a particular puppy. In just a few minutes I received a text message from the phone number listed on the website. They asked for my location. The English wasn't very good. The told I could pick up the puppy from the airport or have him shipped to my door - no difference in price (in retrospect, that should have been a big red flag). They asked for my name and address, which I had already provided through the online form (another red flag). They they told me I needed download "Cash App" in order to send payment. The payment was held up because my bank's fraud prevention unit blocked the payment until I called and said that I authorized the payment (groan). Once the payment was complete ($700 + $100 for shipping), there were repeated delays when the dog was supposed to arrive. They did even make a phone call at one point to tell me that the dog would arrive the next day by a certain time. I guess this was to increase my confidence in order to try to get even more money from me. The day the dog was supposed to arrive I got a phone call asking me for my address for delivery (even though I had already provided my address multiple times). Later that day I got an email asking me for an additional $880 for "travel insurance and human safety papers" (see below). This is when I concluded I had been scammed. The scammer's final attempt was to offer to personally cover $300 of the $880.

Due to the Current outbreak of COVID 19 CDC restricts the importation of animals and animal products that might poses an infectious disease threat to humans until further notice . Any animal or animal product can be restricted from entry if there is reasonable knowledge or Fsuspicion that it poses a human health risk. And a certificate must be issued to prove the current health state of your puppy .However, CDC has explicit restrictions for specific animals such as dogs, cats, turtles, nonhuman primates, African rodents, civets, and bats, as well as products made from them. Importers into Idaho must meet stringent requirements in order to transport pets .

IMPORTATION OF LIVE ANIMALS INTO THE STATE OF IDAHO

Dogs

Dogs are subject to inspection upon entry into the State if they have evidence of being infected with a communicable disease or if they have not been vaccinated against rabies. If a dog appears to be ill, further examination by a licensed veterinarian may be required before entry is permitted. If necessary, this examination will be at the owner’s expense.

Rabies vaccination is required for all dogs entering the state of Idaho. Dogs must be accompanied by a current, valid rabies vaccination certificate that includes the following information:

Name and address of owner

Breed, sex, age, color, markings, and other identifying information for the dog

Date of rabies vaccination and vaccine product information

Date of expiration of vaccination

Name, license number, address, and signature of veterinarian

Rabies certificates have expiration dates that range from 1 to 3 years from the date of vaccination, depending on the type of vaccine given. All dogs must be >3 months of age before receiving their first rabies vaccination. Rabies vaccinations must occur at least 30 days before the date of arrival, as it takes 30 days for these vaccines to be fully effective.
