He pretends to be a liscensed contrator who uses a bogus business contract form and a bogus business card. The company Top Notch Contracting was a business that was shut down years ago due to illegal and/or fraudulent business practices.(North Carolina)
He completes the contract, signs it, and doesn't return with the materials to complete the job.Nor will he return the money paid. He pretends he's ordering the materials under his business and has to have cash or 75% of the cash to place the order. He has been publicly called out by many people on the Nextdoor app as someone who is dishonest and a habitual scammer.
