Purchased an item for 140 dollars and never shipped it when asked for a refund the person got blocked

I made a purchase through the seller’s website which only accepted PayPal/Venmo payment. I authorized this amount and received confirmation of purchase via email and the amount was withdrawn from my Venmo which is linked to my debit card/checking account. The total was $137.50 for a vintage camera. The purchase was made on Dec 15, 2023. I did not receive confirmation of shipment for more than 2 weeks. Throughout this time, I emailed the vendor and emails would bounce back. I checked his website and it was nonexistent. I reached out via Instagram message and did not receive a response. It took multiple comments on his social media for him to respond to a family member. He claimed he issued the refund via PayPal however, I never received a confirmation email confirming his statement. I contacted PayPal and they did not locate any refund on my account. He blocked me and my family members on Instagram and will block anyone who attempts to reach out to him on my behalf. As of today, Jan 13 2024, his website is suddenly back up and running. He is probably attempting to scam additional folks.
