commercial property on 1648 N Main Ave in Scranton. I had been having
difficulty finding a General Contractor since the purchase of the
property in 2021. I had contacted 16 contractors from a list provided
by Scranton and had at least 9 contractors to the property to review
scope of work. Of the 9 contractors that came to the property half I
would never hear from again despite my numerous calls, emails or
texts. The other half stated they didn't have time to do a small job
like mine or they were not licensed in Scranton.
Peter Chiapinni was recommended by a family member. I was elated to
find someone who was willing and able to complete the work. Given the
difficulties I had been experiencing finding and dealing with
contractors, I mentioned multiple times to Peter that the property was
commercial property and required a general contractor license by the
city of Scranton. Peter assured me he was a general contractor.
I paid Peter 17,112.50 as a down payment.
He began work at the property on 4/29/2024 and completed demo of 2
first floor rooms. He purchased wood for framing. He came to me for a
second installment and was paid another 17,112.50 on 5/3/24 for a
total of 34,225.00.
On May 29, 2024, Peter stated in a text that inspection by the city
that was supposed to have happened fell through. He stated that he's
been trying to contact Scranton permits office to follow up

to take a test for Scranton.
June 11 he stated he took the test and is awaiting results.
June 17 he stated he passed the contractor test and submitted the test
and packet to Scranton.
June 26 he stated he was to resume work on house on July 5.
July 5 no work had started. Peter contacted via text, he stated he was
finishing up another job and would take 2 weeks to finish.
July 22 he stated his carpenter was in an MVA and critically injured
and this has delayed his other job. He would get back to property by
August 1.
The excuses and delays continued through August. We met with Peter in
September and he reassured us the job would resume. He showed up to
the property and completed minimal work partially framing the first
floor bathroom. Peter gave more excuses why the job was not getting
completed.
October 3 was the last time I heard from Peter. He has not responded
to any texts or phone calls. I met with Scranton permits director to learn that Peter misrepresented himself. He did not have a general contractor's license but a handyman license. The last day I called, left a voicemail
and texted him was Thursday, October 10 and still have not heard back from him.
