Can't reach them to disputes charge. On a fixed income and that is money I can't afford to loose

I told them I already handled this. They want me to send them proof so that they can close my file. Do it yourself lady that is why you have a job. I'm not proving nothing.
Nothing in the FDCPA or the CFPB's Debt Collection Rule obligates a person to offer "proof of payment", explanations, or jumped hoops as a condition of gaining partial or total silence from a collection agency. The alleged debtor has the right "at all times" to make it known how, when, and where communication may and may not occur. The agency in receipt of clear contact restrictions must obey immediately, not whine defensively, make stupid excuses for denial, or unfairly shift its own burden of "proof" to the party who is *not* making the debt claim.
It is very unlikely that phone numbers for a child and that child's estranged grandmother would be listed by a creditor and copied to some junk debt asset. It is very likely that a junk debt collector would scavenge the Internet and data brokers for anyone to hassle with "Family Reunion" calls to shame and upset the alleged debtor. This badly warps the legal allowance for skip tracing, particularly when the alleged debtor was evidently never missing, and it's a longtime favorite "smoke 'em out" tactic of extortionists who know they cannot prove their debt claims.
