Been nearly 8 months since my order

I ordered from this website about 8 months ago in February hoping to have it for Valentine’s Day as a gift. Obviously this didn’t happen. Since then I have traded a view emails back and forth with customer service but overall nothing was done. They say “we can’t issue a refund until the order has been fully delivered” but that delivery has never arrived. They even apparently sent two more orders but never gave tracking info for those. They have not even tried to contact me since August
