Outside of the envelope says "ATTENTION HOMEOWNERS: Utility increase notice to be opened by addressee only" as well as "To be opened by addressee only. $2000.00 fine or 5 yrs imprisonment or both for any person who interferes with or obstructs delivery of this letter or otherwise violates - 18 United States Code 1702 ET SEQ".

Inside of the envelope is a grand prize drawing for a solar energy system. This is NOT a utility bill of any kind and is not related to my utilities or utility companies. It also provides me with a "personalized" webpage to visit to enter the sweepstakes, as well as a number to call: 888-341-4857 with a sweepstakes entry code.

Also note that the envelope says "Mailed from ZIP code 92799" which doesn't match the sender zip code.
