Note: I live in Washington DC.
I was approached by a PALMco employee at my home. She said that she works for PALMco, a subsidiary of the energy company PEPCO, and was collecting information from local residents to process refunds because of complaints that electricity bills are too high. She asked for a recent utility bill and copied down my account number, address, etc. She asked my date of birth, which I provided.
After filling out the form she handed it to me and said that she would soon call me to let me know if I qualify. As well, she said that I would receive a $25 gift card for the next 12 months.
After she departed I did a quick search on Google to learn that PALMco has scammed consumers in other cities. Then I looked closely at the form and saw that it wasn't to process a refund, but to switch my energy provider from my present (WGL) to PALMco and nearly a 10 fold rate.
She was going door-to-door, so I don't know how many others were victim to this.
Enclosed is a scan of the form with my vitals blotted out. Note that her name is on the form: *** ***, employee number 150003.

There was a person, Christopher Molina, who came knocking at my door claiming he was sent by the State of Illinois and Comed to inform us of the switch from Comed to Palmco of my building. He said he needed to inform me that I will now have to use a fixed rate (about 4-5 times higher than ComEd one) even though i never requested this service or appointment. The person didn't seem to be able to explain clearly who sent him and why, and if this switch was mandatory. He requested to see previous utility bills and know my account number. He left after i asked for his ID, but made me take a picture of his badge (he didn't have business cards).

There was man that came knocking on my door at 7:38pm saying his name was Victor and he works with a company called Palmco and he asked to see my electric bill. He then said he can provide insurance that helps keep my bill stabilized so that com ed can't charge me more.
