I was looking for Bichon Frise Puppies for sale - found a website and contacted the listed breeder who said they were located in Manassas Park, Virginia. Had multiple conversations via phone, text, and Facebook Messenger. I paid for the puppies and they were never received and I was unable to get money back.
The breeder was going to ship the puppies after payment was sent. I sent the breeder $1300.00 via Zelle for 2 puppies and shots prior to shipping. Confirmed there would be no additional money required. I was sent a tracking number from the breeder and I was able to view the tracking number on the shipping company’s website with the breeder’s address, the info on the puppies, and my information.
I believe the shipping company and the breeder are working together or the same person. I reported the breeder in a separate report so this complaint is specific to the shipping company for the puppies. Shipping website: https://paramountdeliveryexpress.com
This part is specific to this complaint as it relates to the shipping co.: Breeder came back saying insurance money would be required by the shipping company for the puppies - this money would need to be sent to the shipping company not the breeder. They said that money would be refunded upon arrival of puppies.
A conversation with the shipping company started at this point via the chat on the website. I was told the puppies would be held until I paid $1500 for insurance. They got me on my compassion for the puppies as it is July and hot... I asked if I could put it on a credit card so I had recourse and they pushed back but then gave me a site to put in my card - the website has since added a payment page. That site was a PayPal donation site and it did not work - I reported it to PayPal as a spoof. Then they convinced me to send via Zelle - thankfully my bank called me as the amount was flagged and I stopped the payment and started to do more research. No money was sent to the shipping company.
At this point I am trying to get my money back for the puppies without leading the breeder to believe I figured out this is a scam. I asked firmly for them to send me my money back or to go get the puppies and I would drive up to get them. They discouraged me from driving and then they told me they couldn't go get the puppies from the shipping company because they did paperwork to transfer them in my name so they could no longer pick them up from the shipping company. I knew that was bogus. Then the shipping company emailed me and said they were turning the puppies over to the local animal services and they were going to have me arrested for puppy abandonment.
I asked what airline the shipping company would be sending the puppies on and the said Atlantic Airways into Dallas Love Field (DAL) and Atlantic Airways is not a US operated airline. Both the breeder and shipping co. will not share the address as to where I can pick up my puppies in place of them shipping them. The breeder seemed very familiar with the shipping co. - I think they are both in on the same scam and/or the same people. I looked up website information via ICANN and both websites were registered with the same company and privacy protected.
