I then emailed a different resume that was supposedly ATS friendly and was given the following response:
This did not work out as well. Issue does not relate to the file format. Your resume is supposed to be optimized for ATS. Please optimize your CV by the recommended website in my prior email, and send it back to me so that I can speed things up with a client.

I paid the $17.00 for the ATS complaint resume that was suggested and they responded with:
Your resume has been successfully added to the ATS system. We’ll proceed to the subsequent stage in the coming weeks, pending client approval.
