I am writing to file a formal fraud complaint against this seller. He emailed a written contract regarding a full 100% Guaranteed refund for a deposit on a service he was supposed to provide. When unable to provide his pickup address and after many attempts to reach him, I tried filing a dispute through PayPal. But due to selecting personal instead of service/goods my case was unable to be refunded. The seller claimed this was because he did not have a business account.

Trying to work with my bank now, but this person should not be allowed to operate through PayPal if he refuses to refund money after Guaranteeing to do so through the PayPal account.
