Having read the information provided I returned a call the the PCH agent. He indicated I would have to pay the U.S. Treasury $2700. To insure the prize in case it was lost or stolen.
The document sent included a letter created to look like it was created by the Better Business Bureau congratulating me on my win and highly approving of the cashiers cheque under the terms and conditions of the Federal government.
