Long story short, I agreed to purchase 250,000 N95 masks. They sent me everything I asked for; pictures of the product, shipping information, billing information, weight of the shipment, size and number of pallets, etc. I researched everything they sent me but kept in mind that the CDC had recommended them as an authorized medical supply provider which is what initially made me trust them.
They sent me an international Proforma invoice with payment terms of 40% up front 30% when the shipment was scanned by the shipper and 30% when I received the items. Everything seemed legitimate including the website, shipment terms, and invoice.
I sent the first payment and 3 days later they said they confirmed the receipt of the payment and that the goods had been picked up by the shipper. I got an email from an individual claiming to be the shipper GIS Logistics Company website www.gislogisticscompany.com and they said they were preparing to ship the supplies and they sent me a shipping waybill, a commercial invoice, and a packing list; all showing the proper weights, sizes, pallets, etc for the shipment.
I then sent the additional 30% to the seller as agreed upon and waited for the shipment to arrive. The first red flag was when the "shipping company" sent me an email and stated that the shipment had been held up in Customs and that I would need to pay VAT and purchase a refundable insurance policy for it to leave the country for the amount of almost $25,000.00 and that I would need to use Western Union to pay the fee. I immediately emailed the seller and within a day this problem had supposedly been resolved and the shipment supposedly left the country. But the whole insurance and VAT situation had so many red flags I started investigating the following two companies and websites:

The more I researched the more I realized I could not find out anything of substance about either company. Both companies had supposedly been in business since the early 90's yet all I could find was a few Google entries for both and neither website was older than 2yrs old. At this point I felt more and more like it was a scam but simply hoped to receive the goods and was assured they would be delivered the following day.
The delivery date comes and I check my inbox and sure enough GIS Logistics had sent an email stating that the shipment had been held up in Canada and that due to price controls Canada was refusing to release the shipment unless I paid for a refundable insurance policy of over $18,000.00. At this point I immediately contacted my bank and requested that they do whatever they could to stop payment and retrieve the funds. I also conducted as much research as I could on the domain names used and for one of the domain names the registrar mentioned Pakistan as the country.
So at this point I am doing everything I can with the banks, law enforcement, and through websites like these to recover the funds and warn others. Ironically, on ScamPulse.com's own site there is a complaint about GIS Logistics where they were scammed out of over $10,000 using the same refundable insurance scam. I also need to contact the CDC and get them to take down the link pointing to these scammers as a trusted source of medical supplies.
