My boss (CEO) assumed it was legitimate and forwarded it to me to take care of. Since I had never done a renewal for SAM.gov and wasn't aware it was a free service, I assumed this was just part of the process.
The form linked in the email stated and requested the following information:

It is recommended that you submit your renewal at least 90 days prior to expiration

It then asked for: Entity Name, Cage Code or UEI, Name, Position Held, Billing Address, Phone Number, and Email.

(fine print at the bottom: "By submitting this form, I acknowledge that I am authorized to utilize a credit card for this SAM Registration Renewal purchase. I understand that I may also receive a confirmation call from Renewal Support, a private contract firm that will process my renewal utilizing my SAM account. Once the requested renewal services are completed the processing fee is not refundable. I attest that all information submitted is true and correct to the best of my knowledge at the time of this form's completion, entry, and submission and I am the authorized party to conduct this renewal on behalf of my organization.")
Given the wording on the submit button, I assumed this *was* the renewal process and that I'd be able to put in payment info on the next screen. Instead, the next screen said that I needed to call them to "verify" the information I had given, provide payment info, and complete the process. They had me call 813-946-9225, at which point the person on the line repeated the information I had submitted by the form, I confirmed it was accurate, and they asked how I would like to pay for the $899 fee for a two-year renewal, offering to take payment info over the phone or receive an invoice via email to submit payment information. For accounting purposes, I (thankfully) requested the invoice via email.
I then received an email from Karissa Hogg ([email protected]) stating:

"Good afternoon (my name),
Thank you for choosing Renewal Support for your SAM registration needs. Per your request I've attached an invoice for services below. Please complete the form as attached, scan and return to me here in order to proceed with payment information. If you would prefer to pay by check please send to the address as listed. We will standby to receive your check by mail. If you have any questions just let me know or give us a call at (813) 536-2043.

It listed a line item with a quantity of "2-Year", Item Description of "SAM Registration Services (Sept 2024 – Sept 2026)" and a Total of $899.00. It had a section for including the credit card information and a signature and date portion at the bottom.
At this point, I definitely thought it was odd that a government agency wouldn't have an online payment portal, and that I would need to go through so many steps of calling and emailing and then submitting a physical payment form in order to renew, but since I hadn't dealt with this agency in particular before I thought it was just government bureaucracy at its finest. I filled out the form and emailed it back to them.
The response email I got back raised even more red flags, however. It said

Thank you for confirming this information. Our Specialists will be reaching out to complete the verification process. If you prefer you may give us a call directly at (813) 5536-2043 to proceed with the next steps.

So they were requiring yet another phone call to "complete the verification process" and at this point I couldn't figure out what else they would need to "verify" given how many touchpoints this process already had. I called the number to figure out what else was needed, and the CSR who answered greeted me and began confirming the info I had already provided (speaking perfect English with no detectable accent, by the way - not that it matters, but it does add to the feeling of legitimacy with them attempting to mimic a US-based government agency). He asked if he could send me an email with instructions. The email I received was as follows:

As I was waiting on the email, he had me log into our SAM.gov account and confirmed I had the access I needed "to correctly navigate the process". He was very familiar with the admin dashboard and all of the site's features, by the way. However, my capacity for red flags was exhausted when I received the email he had sent and I realized he was about to walk me through adding that clearly inauthentic gmail address as an authorized user on our SAM.gov account with the Data Entry role. As the director responsible for adding all users and admins to all of our accounts, I know what that process looks like and when it's appropriate, and I knew this was not an appropriate use case for granting this type of access. I let him know I would need to get approval before adding any authorized users to the account and that I would call him back if and when I received that authorization. I did a quick google search with their "renewal support" name and the email addresses I'd been in contact with and immediately found this scam report.
To date, we have not seen any charges from them appear on the bank statement, but we will cancel and replace the card that we listed on the payment form and notify the bank just in case. Stay safe out there!
