Still scamming with same old puppy pics

I looked online for a sheepadoodle puppy and found this website. I contacted about a puppy and was emailed and texted by a Matthew Kum. He sent a video of a puppy and gave me details and asked me to fill out an application. He sent me a contract, which I signed. I was concerned it might be a scam when he asked for payment via a payment app in full. I then asked him to call me in person after reading that most scammers would not do that. I went ahead with the payments - two payments back to back of $790.-I received no puppy, no return phone call and website has been taken down. I sent him a nasty text and he replied "you are dumb". My bank, Chase, will not refund my money because I paid through their payment app, Zelle. Seems they are partially responsible since he came up as a legitimate address on their app, but they have been zero help. I reported to the FTC as well.
