They are "selling" shih tzus on-line and are part of a rip-off scam. They will not provide any information about their location until you give them yours. They then "magically" are in your same location. They pressure you to western union money to them immediately in order to keep someone else from buying your puppy. Then they later tell you that you must pay more money or you cannot have the puppy. That is when they tell you the initial amount you paid is "non-refundable"
