The service offered was an ad blocker app for the iPhone. However the app is not available in our region (the United States) as of October 25, 2023 and it somehow ended up on the iPhone. The company behind the app is Maor OU and after doing minimal research I believe they are based out of Estonia. The charge to the account was labeled as Apple and had all of the information a normal purchase from apple would have when you look into the transaction and has been charging $9.99 per week for the last 65 weeks.
